It's lag or some kind of non-connection.
The info, from what I am aware, is received from this website. The 0, usually meaning "false" in most languages...means you probably weren't able to receive data for whatever reason. This is only a problem if you keep getting it...if this was a one time thing...don't worry about it, shit happens.
