MSPaint.  You can generally find it in the Start Menu-> All Programs-> Accessories  (assuming you are using windows)

haha yes i am using windows...is that what other people are using?

I highly recommend NOT using MSPaint! It is okay, but there are way better free programs! Instead, use this: http://www.getpaint.net/
Another option is GIMP, though that is a little difficult to use.

Ok, Thanks I'll check those out. :)

On the contrary, I highly RECOMMEND using MSPaint when you're learning.  You'll learn quicker without relying on the extra tools as a crutch.  Once you have a solid foundation for the hows and whys, that's when I recommend getting the better programs to expedite the process.

It's all a matter of personal preference.  MSPaint is great at doing pixel art as it is simple, easy to use, but all that comes at the cost of functionality.  Things like not being able to create animations, layer pixels, etc...  For many people, it's simple enough for them, pre-installed, and gets the job done.  I've seen some fantastic works of pixel art where people use MSPaint, and knowing that, I applaud their works more than the other guy who had technology create the same for him.  Think of it like using an Etch-A-Sketch as opposed to a tablet PC, I personally would be more impressed with the Etch-A-Sketch.

To say one is better than the other should be perceived with a grain of salt, as there are many grains, and no two are the same, you just might happen to like one over the other for whatever reason.

Meiun

GraphicsGale is a good choice for making animated pixel art/sprites.

Chaos has its point there, if you start with zero knowledge, you should start with the easiest to use tool. That is indeed MSPaint. I recommend to move to paint.net for your real work afterwards. Paint fails in providing very important features for pixel art such as drawing transparent backgrounds or adding different layers.

I used mspaint for nearly every sprite I made, animate it in flash, then usually finalize it in paint again. Of course, I use it mainly for simplicity, and I have no idea how to use graphicsgale ( I would if I knew how).

Paint.Net (http://www.getpaint.net/) Is also something you may want to try. It can do what paint can but with a lot more functions. Its also not Photoshop so its not too confusing.

It has some really useful functions such as grids and layers. Also there are a lot of add-ons for it making it a lot more usefull. Such as this SpriteSheet Animation Plugin. And many more: http://forums.getpaint.net/index.php?/forum/7-plugins-publishing-only/?s=595bde7bb6d37e98feeb91f0116c4d02

If you are looking for a very basic and easy program to start off, and if you want to try your hand at some basic animating, then Game Makers built in Sprite editor might be a good place to start.

Delicious

The Vista version of Microsoft Paint is quite good in my opinion.. Not sure about the other one though, but it's definitely a decent starting point. I'd suggest Graphics Gale once you feel that you are ready to advance. Graphics Gale contains layers and animation frames, and if you're willing to pay for a registered copy, you can safe images as .Gif's, or just convert them for free.
