A weapon with an effect that with each hit dealt to the opposing player or monster; speed is reduced by a fraction for a short amount of time. The time the effect lasts stacks with each hit along with the decreased speed, but perhaps the speed of the weapon itself is reduced after each successful hit. I believe such a weapon would add an interesting edge to pvp. Opinions. Thoughts. Suggestions.

I think this would work well with stamina. The lower your stamina the slower you attack or something along what you said.
Would give int a buff.
