I felt nice enough to make a short tutorial how to do it on my windows 7 Computer. The process should be relatively the same for older versions, but if you can't figure it out, I can help you with older comps too.

I know windows does since XP. I don't know if they did before that. And I know in Vista they used that as a selling feature.  I also know Android by Google also has animated backgrounds called "live wallpaper". Idk about any other os's.

I mean literally I want to see what a file/program Window looks like. Most of the time my PC does not look like that and I have Windows open. And that makes up a big part of the look of an OS.
